Received an email this morning with a letter (below) Hugh Leatherman got from John Morgan, noted demographer, cited by Larry Grooms as the architect of the Senate Plan currently leading the charge for the new district being located in the lowcountry.

While it appears that, according to Morgan, a Senate GOP staffer was involved with direction regarding the map, its our view that said staff (Wesley Donehue) was acting at the behest of one of his bosses, Senator Grooms.

Here's a quote from Donehue:

Senator Leatherman is a fantastic leader for the Pee Dee and this is further proof that he deeply cares about the needs of his constituency. It is no surprise that Senator Leatherman is fighting for the Pee Dee.

As for Morgan's letter, unlike Morgan, I will not discuss private conversations regarding redistricting strategy. I will say that I have never hidden my political opinion that a Beaufort based district makes the most sense.

No, my job is not in jeopardy. It has long been known that there is NEVER an instance when advice can be given that makes every single SC Republican Senator happy. I just try to help as many as I can in any given situation.

It might also be noted that the House Judiciary Committee also used Morgan for its map and Judiciary committee staff were involved however, that group is "non-partisan" although not really. Noone in Columbia is non-partisan. Many think that Donehue's involvement could jeopardize the legality of the Senate map. As for me, I don't care who drew it or who was involved. The lowcountry district plan is the right one.

The law is ludicrous and impossible if that is the case. It needs to be changed if it is at the state level or nullified if at the federal level.

Yeah, I know--probably fat chance of either with the current crop of kowtowers in the General A$$embly.

Hey Tommy - unlike the Senate and House plans, congressional districts must have a deviation of just + or - ONE VOTER. That's not 1%. Literally...1 voter.

Because of that, there is no way of drawing districts without split counties. I wish that were not the case.

Grooms' map is certainly the best presented so far. I can see ways to improve it--like not splitting ANY counties--but considering the idiotic lines drawn on other plans, Grooms' version leads the pack so far.
